Is a quorum of DE SBE officials violating open meeting laws?

Or just having private lunches?

Methinks it would behoove our SBE to read this FOIA finding: http://attorneygeneral.delaware.gov/office/opinions/2007/07-IB04.pdf
The Short: DSU wins the FOIA b/c less than a quorum gathered for dinner at a private club on January 10, 2007. The purpose didn't matter - the number of guests who are also members of the DSU board was the issue at hand.
